The City Council will cede the space for 75 years and will invest around 250,000 euros
The entities 6 Claus and Sostre Cívic will convert the old houses of the teachers of La Floresta into eleven pilot homes
Sant Cugat del Vallès is about to become the first municipality to bet on urban masovería in municipal property. After more than seven months of hard negotiations, the consistory, the local 6 Claus collective and the Catalan cooperative Sostre Cívic – specializing in this type of lease – are one step away from closing an agreement that will allow converting the old houses of teachers of La Floresta in houses dedicated to the masovería. The project involves the cession of space for 75 years and a public investment of around 250,000 euros.
As LaVanguardia.com has learned, the project includes the conversion of the six houses of La Floresta, which in 2013 the Generalitat transferred to the City Council, in ten houses of around 50 square meters each and another larger area designed for large families . It is estimated that tenants could pay a monthly fee of around 150 euros for living in these homes, along with which a 40-square-meter facility will also be built for the entities of the La Floresta neighborhood.
The consistory has explained that it will cede these lands to Sostre Cívic for 75 years, so that it will be this cooperative that will be responsible for executing the project and coordinating the task of masovería with the Santcugatenses who end up residing in these houses. “It is an alternative project that tries to give an option within a system of access to housing that is very rigid and in which often the costs of social rent are very high,” says Raül Robert, president of Sostre Cívic .
In a first phase the tenants will participate in the rehabilitation of the houses, which technically is called assisted self-construction , and that will allow to adapt some houses that at the moment have many deficiencies, both structural and of supplies. “These jobs can take about three years, then the tasks of masovería acquire a different character, more related to day-to-day management, service exchange or maintenance,” says Robert.
Little interest in masovería
In this sense has been expressed the Councilor for Urban Planning, Social Services, Health and Youth of Sant Cugat del Vallès, Raül Grange, who explained that the idea is that after these years, the houses will be incorporated into the scheme of general rental housing protected. “We have reconverted a conflict that began with the occupation of the houses by 6 Claus in an innovative and good project for the city”, Grange emphasizes, recognizing that this has been the only experience that has prospered since February. 2013 The consistory initiated the legal coverage so that the masovería was a reality in Sant Cugat. “We have 90 people interested in doing masoveros, but so far no owner has been willing to give up their house in this regime,” laments the councilman.
For his part, the spokesman of the collective 6 Claus, Manel Berenguer, criticizes that the City Council has not sufficiently disseminated this proposal and ensures that last June they decided to occupy the houses of La Floresta as a protest action. “We were shocked that there were so many people waiting and that there was not an offer from the private sector,” says the spokesman. Remember that from the first moment they introduced the cooperative Sostre Cívic to endorse their request, since “it is an entity with experience in this field and several precedents of success”, remarks Berenguer. The group will also request a loan from an ethical banking entity to finance the works.
Strengthen the economy of the neighborhood
One of the points of the project that has cost more to specify has been the one that refers to its execution. “To be a real urban masovería, Sostre Cívic must take care of all the rehabilitation,” says Berenguer, who is very satisfied that finally the tenants themselves are those who adapt the space.
He also emphasizes that 6 Claus will be able to remain linked to the project and warns that if the management is the responsibility of the cooperative, people from the La Floresta neighborhood will be able to participate in it: “If we need pallets, electricians or whatever, we can look for them in the zone and this will help to boost the economy of the neighborhood and the heritage it has “. The rigidity of the administration would not allow these specific collaborations.
Municipal sources have explained that the direction of the work will be municipal responsibility and that “while these works last the collective 6 Claus who currently resides in the houses must abandon them.” The agreement also establishes that these homes will be granted to people who have opted for them and in accordance with a regulation that, in addition to the socioeconomic aspects, will also take into account whether the applicants have knowledge of construction or electricity, if they are people who have been linked to the project from the beginning or have experience in masovería, among others.
This weekend the assembly of 6 Claus is scheduled to meet to submit the proposal for approval. If it prospers, next week we could begin to write the documents that will allow us to materialize this ambitious project.
